When a “Brace-and-Bolt” Retrofit Isn’t Enough

If you own an older Bay Area home, you’ve probably heard:

“You just need a brace‑and‑bolt / Plan Set A retrofit. That’s all.”

Sometimes that’s true.

A lot of the time, it’s not even close to enough.

This article explains when a simple brace‑and‑bolt retrofit is appropriate, when it isn’t, and what should be added if you actually want meaningful protection instead of just paperwork.


1. What a Brace‑and‑Bolt / Plan Set A Retrofit Really Is

Plan Set A–style “brace‑and‑bolt” work is designed for:

  • One‑ or two‑story light wood‑frame houses
  • Typical crawl spaces with short cripple walls
  • Reasonably sound perimeter foundations
  • No major weirdness (no hillsides, big openings, or complex additions)

It usually includes:

  • Bolting mudsills to the foundation
  • Bracing short cripple walls with plywood
  • Some basic framing connections

It is a minimum prescriptive standard from 2006, not a custom design for your house.

2. When Brace‑and‑Bolt Might Be Enough

Brace‑and‑bolt is closer to “enough” when:

  • Your home is simple and typical (rectangular, 1 story, normal crawl space)
  • The foundation is in good condition (no significant cracking/spalling, no chronic water issues)
  • Mudsills are above grade, not below dirt
  • There are no soft‑story conditions (no big garage opening under living space)
  • No obvious sloping floors, major cracks, or sticking doors

Even then, you still want:

  • Correct hardware and fasteners
  • Proper spacing and patterns
  • A contractor who actually follows the details

3. When Brace‑and‑Bolt Alone Is Not Enough

Here are the most common cases where “just brace and bolt it” is the wrong answer.

3.1 Soft‑story / living over a garage

If you have:

  • Main living area over a big garage door opening
  • Large glass or door openings on the first floor

You need FEMA P‑1100‑2B–type thinking or engineered design:

  • Moment frames, special shear walls, or other targeted solutions
  • Not just more bolts and cripple‑wall plywood in the wrong places

3.2 Hillside or stepped foundations

If your house:

  • Sits on a hillside or steep lot
  • Has tall cripple walls or posts at one side
  • Has multiple footing levels and steps

Plan Set A and basic brace‑and‑bolt do not cover the full behavior of that structure. You’re into engineered retrofit territory, often with geotechnical input.


3.3 Damaged, low, or wet foundations

Brace‑and‑bolt assumes:

  • Sound concrete
  • Adequate height above grade
  • Limited moisture problems

If instead you have:

  • Spalling, delaminated, or severely cracked concrete
  • Mudsills at or below grade
  • Chronic water under the house

…bolting to that is not a real solution. You need:

  • Foundation repair, capping/sistering, or replacement
  • Drainage and moisture control
  • Then seismic hardware installed on sound structure

3.4 Significant framing or support issues

If your crawl space has:

  • Rotten or over‑notched joists and beams
  • Posts sitting on dirt instead of proper piers
  • Cracked or leaning piers
  • Sloping or bouncy floors

…you don’t just “brace and bolt.” You:

  • Repair or replace compromised framing
  • Correct support and bearing issues
  • Then integrate seismic hardware on a stable load path

4. Why Grant / EBB Work Creates a False Sense of Security

EBB and similar programs are built for volume and minimum compliance. That means:

  • Prescriptive plans (Plan Set A)
  • Tight budgets and limited scopes
  • Inspectors often relying on photos instead of full crawl‑space checks

5. How to Tell if Your House Needs More Than Brace‑and‑Bolt

If you’re in the Bay Area, brace‑and‑bolt is likely not enough by itself if:

  • You live over a garage or large first‑floor opening

  • You have visible foundation damage or water issues
  • Floors are sloping, bouncy, or getting worse
  • Doors and windows are sticking or racking
  • You already had a retrofit but still see movement and cracking
