Why Most Earthquake Retrofits Don’t Do What Homeowners Think

Most Bay Area homeowners I meet believe some version of this:

“The previous owner did an earthquake retrofit and it passed inspection, so we’re safe.”

I wish that were always true.

After thousands of crawl‑space visits, we keep seeing the same pattern:

  • On paper, everything looks good:
    • “Retrofit completed”
    • “EBB approved”
    • “Permit finaled”
  • Under the home, the story is very different:
    • Wrong hardware, wrong fasteners, wrong locations
    • Critical corners and splices barely anchored
    • Plywood that can’t actually do its job
    • Hardware already corroding

This article is about why that gap exists – and what to do about it.

 

The myth: “To code” or “EBB approved” means safe

Most people treat “to code” and “EBB approved” as if they mean:

“Built to survive the Big One.”

In reality, building codes and program standards are minimums, and retrofit programs like EBB are minimums on top of minimums. They’re designed to be:

  • Simple enough that lots of contractors can do the work
  • Cheap enough that many homeowners will participate
  • Quick enough that inspectors and program staff can check them with limited time

That does not mean they’re bad. It means they are not a guarantee that:

  • The right standard was used for your home
  • The work was installed correctly in the crawl space
  • The home will behave anything like a modern, well‑designed structure in a real earthquake

Most “box‑checked” retrofits are designed to:

  • Reduce the chance of total collapse, and
  • Address the most obvious failures

They are not designed to “make your home like new construction.”

If you expect “retrofit = as good as a brand‑new engineered home,” you’ve already been sold the wrong story.

 

How the system actually works in real life

Here’s how many Bay Area retrofits happen:

  1. A program like EBB offers money for a basic crawl‑space retrofit.
  2. A contractor takes a short, open‑book test and gets on the list.
  3. They choose a simple prescriptive plan (often Plan Set A) and pull a permit.
  4. Work is done quickly in the crawl space.
  5. An inspector takes a quick look or reviews photos.
  6. The job is marked “complete,” and program funds are released.

What no one in that chain is paid to do is:

  • Spend hours mapping your crawl space and floor system
  • Decide whether Plan Set A, FEMA P‑1100-2A / 2B, or engineering really fits your home
  • Check every fastener, edge distance, and clip placement in a dark, tight crawl
  • Think about long‑term issues like water, soil, and corrosion

They are paid to confirm that something resembling the checklist was done.

Again: that doesn’t mean every retrofit is bad. It explains why so many “approved” jobs still have serious weaknesses when we perform a Seismic Truth Audit™.

Four things that really matter (and are usually ignored)

1. More than minimums

Most of the industry sells minimums:

  • Minimum Plan Set A hardware counts
  • Minimum EBB program requirements
  • Minimum time in the crawl space

We meet those minimums where appropriate. Then we ask:

  • “What would we do if this was our own home?”
  • “Does this home really belong on Plan Set A, or should we consider FEMA P‑1100-2A / 2B or engineering?”
  • “Are we actually improving the whole load path, or just adding hardware where it’s easy?”

Checklist retrofits and free estimates are not enough.

Your home deserves more than minimums.

 

2. Truth under your home

Permits, checklists, and EBB approvals mostly live in the paper world.

Earthquakes and soil live in the crawl‑space world, where:

  • Clips can be the wrong size or in the wrong place
  • Nails can be split, missing, or already loosening
  • Hardware can be corroding after only a couple of years
  • Shims, blocks, and odd framing tell a story about past movement

Our job is to connect those worlds.

That’s why our audits and proposals include:

  • A to‑scale drawing of your crawl space and supports
  • A full set of labeled photos (before/after) in a private folder you keep
  • Written findings in plain language
  • Itemized options – minimum vs recommended vs phased

3. Fix the cause, not just the crack

Most foundation “fixes” look like this:

  • See a crack
  • Patch the crack
  • Sell epoxy and straps

The crack is just a symptom. The causes are usually:

  • Water collecting near the foundation
  • Soils swelling and shrinking with moisture
  • Poor drainage and grading
  • Uneven support under the footing

Our order of operations is different:

  1. Water and soil first
    • Drainage (French drains, downspouts, grading)
    • Soil removal and replacement next to the foundation where needed
    • Crawl‑space moisture control
  2. Then structural work
    • Underpinning where movement is significant and justified
    • Partial leveling, when it makes sense and won’t cause more harm
    • Seismic anchorage and shear walls built on a stable base

We’re not anti‑epoxy. We’re anti‑pretending epoxy alone is a full solution.

 

4. Documented protection, not blind trust

If a contractor is willing to:

  • Work without a permit when one is clearly required
  • Push you into owner‑builder status so they can dodge licensing, tax, and insurance obligations
  • Cut corners they know inspectors will never see

You have to ask: what else are they doing that way?

We can’t fix California’s enforcement problems, but we can control how we operate:

  • We pull permits when they’re required.
  • We don’t hide behind owner‑builder tricks to shift liability onto you.
  • We assume inspectors are overworked and may not catch everything – so we run our own QC and provide you with full documentation.

We give you:

  • The photos
  • The drawings
  • The reports
  • The line items

So you have proof of what was done, for yourself, future engineers, inspectors, buyers, or insurers.
