I need to tell you something that might make you uncomfortable.

That contractor offering you a free retrofit estimate? He’s not doing you any favors.

Last month, we got called to inspect a “completed” retrofit in Oakland.

The homeowner had chosen the contractor who gave them a free estimate and the lowest price.

They thought the work was fine. The contractor was licensed, the work was permitted & passed all inspections, EBB & FEMA approved the work and paid out a grant.

Underneath the home, observed by our seismic retrofit expert, told a different story.

Foundation bolts missing, improperly spaced, improperly installed, and installed into crumbling concrete.

Framing missing and improperly connected.

Plywood bracing notched and nailed incorrectly that would not even hold up in a strong wind, let alone an earthquake.

Hardware missing, incorrectly installed, and not even rated for seismic loads.

The whole thing was approved by the city inspector and qualified for EBB grant funding.

It was also completely worthless.

It is truly heartbreaking that these types of contractors exist.

When we showed the homeowner the problems, we both held back tears.

They thought they had protected their family. Instead, they had a false sense of security which is actually more dangerous than no retrofit at all.

Here’s what nobody tells you about free estimates.

Contractors offering free estimates and cheap work are cutting corners somewhere.

  • They’re not paying proper taxes.
  • They’re not carrying workers compensation insurance.
  • Their “employees” are often paid under the table or misclassified as independent contractors to avoid payroll costs.

These aren’t small details. This is how they can afford to work for prices that would bankrupt legitimate businesses.

The building inspection process that’s supposed to catch these problems? It’s broken.

Inspectors spend maybe 10 minutes looking at retrofit work.

They rarely go under the house to actually examine what was done.

They certainly don’t measure and count to verify the work matches the plans.

We’ve seen many inspection reports approving work where the contractor did not even install one thing correctly.

They were missing the required number of bolts, seismic clips, framing, and plywood paneling.

The inspector never counted any of them.

Grant programs like EBB and ESS rely on these same inadequate inspections. They ask for three photos of completed work.

We’ve seen grant-funded projects where those three photos show obvious code violations.

Nobody caught them.

The California Contractors State License Board knows about problem contractors. We’ve reported them.

Their response? “Sorry, no budget for enforcement. Have the homeowner take it to court.”
