The Real Cost of a “Cheap” Seismic Retrofit (And Why It Can Hurt You Twice)
Most people think the point of a seismic retrofit is simple: “keep the house from falling down.”
That’s only half the story.
The real goal is to prevent or reduce damage so:
- Your family can get out safely.
- Your house stays repairable instead of red‑tagged.
- Your $50,000 bathroom and $100,000 kitchen aren’t destroyed in one 30‑second event.
When you look at it that way, a “cheap” retrofit that barely meets minimums – or misses key vulnerabilities entirely – is not a bargain.
Saving $2,000 on a retrofit doesn’t make sense if it increases your odds of $20,000–$200,000+ in damage, or worse, total failure and loss of life.

Why “Perimeter Only” (or “Posts Only”) Isn’t Enough
A lot of contractors sell one‑dimensional stories:
- “All you need is work at the perimeter of the crawl space.”
- Or, “You don’t need any of that; just do the posts in the middle.”
Reality is more complicated.
The crawl‑space perimeter is critical – that’s where the house meets the foundation. But it is not the only vulnerability. New‑construction homes are built with:
- Bolts and hold‑downs
- Joist‑to‑beam and joist‑to‑wall connectors
- Braced cripple walls at the perimeter and interior lines
- Post caps, post bases, straps, and uplift ties
If code thinks those connections matter for a new house, it makes no sense to pretend they don’t matter when you retrofit an old one.
It doesn’t make sense to only do post work and ignore the perimeter; and it also doesn’t make sense to only bolt the perimeter and completely ignore everything else holding the floors up.

Common Weak Links Retrofits Leave Behind
We’ve been crawling Bay Area homes for more than three decades. When we’re called in after somebody else’s “retrofit,” we see the same patterns:
- Center‑line cripple walls not bolted or braced
- Perimeter is braced, but interior lines that carry load are still weak, unanchored, or unbraced.
- Posts without post caps tying them to beams
- In shaking, beams can walk right off unconnected posts.
- Posts without post bases tying them to piers
- The post can kick off the pier, even if you clip the post to the pier-block.
- Joists not connected to beams or cripple walls
- Floor framing can slide or rack relative to the supporting walls.
- Beam joints not strapped
- Long beams made from multiple segments can pull apart at splices if there’s no strap or tie.
- No real uplift ties
- Everybody thinks sideways; very few think about the roof and upper floors trying to lift, twist, or roll in three dimensions.
Earthquakes don’t apply force in one clean direction. Houses uplift, rack, twist, and deflect. A retrofit that only addresses one mode (for example, sliding along the perimeter) and ignores everything else is not “almost as good.” It can be dangerously incomplete.
Nobody has a crystal ball to say exactly what will fail first in the next big event. But we can tell you:
- How your home is likely to perform
- Where the real vulnerabilities are
- What’s being ignored when someone offers you a very narrow scope for a very low price

Your House Is More Than a Foundation and a Garage
When people picture damage, they think of the obvious:
- House off the foundation
- Cracked stucco
- Broken driveway
What they forget is what’s sitting on top of the structure:
- That $50,000 bathroom remodel you just finished
- The $100,000 kitchen with custom cabinets and stone
- Flooring, built‑ins, finishes, and everything you own
Those rooms may sit in the “middle” of the house, but they’re riding on the same floors and framing that are connected (or not) to the crawl space. Pretending that “nothing can happen” to those finishes just because they’re not at a corner is wishful thinking.
Worst of all, there is injury and loss of life. Cabinets emptying, ceilings cracking, chimneys shedding bricks, water heaters and gas lines failing – these are all part of the seismic picture, not just “whether the bolts held.”
Costs spent on well‑designed retrofit work are always less than replacement and repair costs over time. The right view is:
“Let’s reduce and prevent damage,”
not just,
“Let’s hope we don’t totally collapse.”
You want to keep living in your home. You want your family to avoid injury. That means thinking beyond minimums and beyond the cheapest number.

Don’t Let a Grant Deadline Choose Your Retrofit
The Earthquake Brace + Bolt (EBB) and similar programs are well‑intentioned. They help some owners get work done who might not have done anything. But here’s the hard truth we’ve seen repeatedly:
- Most EBB projects are rushed.
- They’re rarely carefully inspected.
- Crews often have minimal training.
- Existing conditions – efflorescence, spalling, poor concrete, corrosion – get ignored.
- The focus becomes “check the box, upload the photo,” not “how will this house actually behave in a real quake?”
And just because you did an EBB retrofit five years ago doesn’t mean:
- It was done correctly
- It used the right hardware
- It covered all the weak lines in the house
“Better than nothing” can be a dangerous illusion if it gives you a false sense of security.

The System Is Not Designed to Save You From Every Bad Job
This part isn’t fun to say, but it’s true:
- EBB training is open‑book.
- There is no specialty seismic retrofit license in California.
- Inspections are often cursory at best.
- Some inspectors don’t really look at the photo documentation.
- Agencies and programs are understaffed and under‑budgeted.
Contractors know this.
Some take advantage. The thinking is:
“If we cut corners on most jobs, we’ll only get caught on a few – and even then, it’s rarely enforced.”
We’ve reported inspectors and contractors when we’ve seen egregious patterns. We’ve replaced many retrofits done by others that were technically “approved” on paper but almost useless structurally.
The programs that are supposed to protect you often can’t do as much as you hope. That’s why your choice of contractor, scope, and documentation matters so much.

Why the Cheapest Bid Is Often the Most Expensive in the Long Run
Homeowners look at three bids and see:
- $8,000
- $10,000
- $13,000
The reflex is to assume the $8,000 contractor is “more efficient” and the $13,000 contractor is “greedy.”
In our experience, the cheapest contractors are often the ones profiting the most – not because they’re efficient, but because they’re:
- Not following the law (unlicensed subs, no workers’ comp)
- Not following the codes (leaving out hardware, spacing too wide, wrong details)
- Cheating insurance (calling employees “independent contractors,” under‑insuring)
- Using unskilled “helpers” or day‑laborers
- Cheating taxes and overhead
A higher bid doesn’t automatically mean higher quality. But a significantly lower bid often means less scope, less hardware, less time in the crawl space, and more risk for you.

- Treat the whole load path, not just one line on the perimeter or a few posts.
- Ask to see exactly what’s being installed, where, and with what hardware.
