What This Service Is
Plan Review, Value-Scope & Bidding Support is a consulting and owner’s-rep service where we:
- Review your plans, reports, and city notices
- Look at your bids and scopes
- Tell you what’s missing, what’s overkill, and what’s actually necessary
- Help you line up apples-to-apples bids so you can make a sane decision
We’re not trying to play “gotcha.” We’re trying to help you buy the right amount of construction, not the wrong amount cheaply.
Who This Is For

- You already have structural or seismic plans (soft-story, foundation, retrofit, basement, etc.)
- You’ve received one or more bids and feel:
- Confused (different scopes and prices)

What We Actually Do
1. Plans & report review
We start by going through:
- Structural engineering plans or program details (soft-story, EBB, FEMA P-1100, etc.)
- Geotechnical reports if you have them
- City notices or ordinance requirements (soft-story letters, screening requirements)
We highlight:
- What the design is actually trying to accomplish
- Which elements are critical vs “nice to have”
- Any obvious red flags, inconsistencies, or missing pieces
You get a translation of your plans into normal language: “Here’s what they’re trying to fix and how.”
2. Bid & scope comparison
Next, we review contractor bids side by side:
- What’s in each scope and what’s missing
- How each contractor is handling demo, shoring, foundations, framing, drainage, utilities, and finishes
- Whether they’ve priced the whole picture or just the easiest parts
We show you:
- Where one bid is legitimately adding value
- Where another is clearly thin or leaving things out
- Where scopes are talking about different work entirely
The goal is that you understand exactly what you’re buying with each number.
3. Value-scope recommendations
Based on your:
- Risk tolerance
- Budget
- Hold period and plans for the property
…we suggest a value-scope:
- The minimum responsible scope that actually solves the underlying problem
- Optional upgrades or phasing that make sense (do this now, that later)
- Items that are unnecessary for your goals and can be safely cut
We’re not designing a new project; we’re making sure the one you’re buying is enough, but not more than you need.
4. Owner’s support in contractor conversations
If you want, we can:
- Help you structure questions to ask each bidder
- Join a meeting or call to clarify scope and approach
- Suggest contract language around scope, exclusions, and assumptions (non-legal, practical perspective)
You stay in the driver’s seat. We make sure you can see the road.
When This Pays Off Most
This service tends to save owners the most pain when:
- One bid is dramatically lower and you want to know why before saying yes
- An engineer has drawn something robust, and contractors are “value-engineering” it in ways that might compromise performance
- A city notice (soft-story, seismic, etc.) has a hard deadline, and you don’t want to do this twice
- You’re dealing with multiple buildings or a larger property and small mistakes now would compound into big money later

- We walk you through our findings in plain language and answer your questions.
4. Optional follow-up
- If you revise scopes or get updated bids based on our guidance, we can do a quick second pass.
