Lead, Asbestos, and Silica: 3 Health Hazards Homeowners Should Ask About Before Hiring a Contractor (California Edition)

Most Bay Area homeowners worry about whether a contractor will do the work “to code.” Fewer people ask a much more basic question:

“Is this work going to spread lead dust, asbestos fibers, or concrete dust into the air my family is breathing?”

Old homes and “simple” projects can turn into health problems fast if these hazards are ignored. And the reality is: a lot of contractors still don’t really understand the California rules, or they treat them as paperwork instead of real safety requirements.

This isn’t about scaring you out of doing work. It’s about making sure the people you hire pay attention to the same things EPA, CDPH, and Cal/OSHA care about when they write the rules.

Below is how we’d explain the three big hazards – lead, asbestos, and silica – and what to ask before you sign a contract in California.


1. The Hazard You Don’t See Is Often the One That Matters

Older Bay Area homes can hide hazards that don’t show up in a quick estimate:

  • Lead‑based paint on walls, trim, siding, or window frames (pre‑1978 homes)
  • Asbestos‑containing materials in flooring, siding, mastics, duct wrap, pipe insulation, roofing, and old textures
  • Silica dust when you drill, cut, or grind concrete, mortar, stucco, or masonry

Seismic retrofits, foundation work, drainage, and crawl‑space projects look like “just structural.” But we routinely see:

  • Painted framing or siding in work areas
  • Old duct wrap, pipe insulation, tile, or debris in crawl spaces
  • Concrete drilling, chipping, and cutting with no real dust control

If someone doesn’t know how to handle that safely, you’re not just rolling the dice on structure – you’re rolling the dice on health.


2. Hazard #1: Lead in Pre‑1978 Homes

If your home was built before 1978, assume there is lead somewhere in the paint system until proven otherwise.

What the law actually says (in plain English)

EPA’s Renovation, Repair and Painting (RRP) Rule says:

  • If a paid contractor disturbs painted surfaces in pre‑1978 housing or child‑occupied facilities (schools, daycares, etc.), they generally must:
    • Be a certified firm under EPA’s RRP program
    • Use lead‑safe work practices
  • This applies to a wide range of trades:
    • General contractors, painters, carpenters, plumbers, electricians, property managers, and others when they disturb paint
  • Drywall, stucco, trim, siding, windows, doors – if they’re painted and you’re cutting, scraping, sanding, drilling, or demoing them, RRP is in the picture.

In California, CDPH also runs Lead‑Related Construction certifications for certain work like lead inspections, risk assessments, abatement design, abatement, and clearance inspections, and for work that triggers Cal/OSHA’s lead exposure rules.

You do not need to memorize all the categories. What matters as a homeowner is:

  • If someone is paid to disturb painted surfaces in your pre‑1978 home, they are supposed to understand RRP, follow lead‑safe practices, and be able to show you their firm certification if it applies.

What We see in the field

Most seismic, foundation, and drainage work isn’t being sold as “painting” or “remodeling.” But we still see:

  • Painted siding and trim cut for new access hatches or vents
  • Painted baseboards or drywall disturbed around foundation or retrofit work
  • Painted framing or sheathing in crawl spaces scraped or cut during retrofits

We still see contractors who clearly haven’t internalized any of the RRP basics.

Many contractors still do not know or follow EPA’s RRP requirements, even when they are legally supposed to.

If a contractor is paid to disturb paint in a pre‑1978 home and does not understand RRP, that is not just a paperwork problem. It can mean lead dust is being spread into the areas where your family lives and kids crawl on the floor.

Practical questions to ask:

  • “What year was this house built?”
  • “Will you be disturbing any painted surfaces – drywall, stucco, siding, trim, windows, framing?”
  • “Is your firm EPA Lead‑Safe Certified for RRP work if that applies?”
  • “What lead‑safe work practices do you use when you cut, sand, or demo painted materials?”

3. Hazard #2: Asbestos in Older Building Materials

Asbestos isn’t just pipe insulation in commercial buildings. In older homes it can show up in:

  • Vinyl floor tile and sheet flooring
  • Flooring mastics
  • Exterior siding and roofing
  • Old duct wrap and pipe insulation
  • Textured ceilings and wall coatings
  • Cement board and some mastics and patching compounds

You cannot always reliably tell by looking whether something contains asbestos. EPA’s general message is: if a material might contain asbestos and you plan to disturb it, it should be sampled by a properly trained and accredited asbestos professional.

What California actually regulates

California’s asbestos rules are not “every contractor in an old house needs an asbestos license.” They’re more specific:

  • Cal/OSHA’s asbestos standard regulates construction work that disturbs asbestos‑containing material – demolition, renovation, repair, removal, encapsulation, cleanup where asbestos is present.
  • When asbestos‑related work involves 100 square feet or more of asbestos‑containing material, the employer must be registered with Cal/OSHA for asbestos work.
  • There is a specific C‑22 Asbestos Abatement license, and Cal/OSHA‑Certified Asbestos Consultants (CACs) are the ones allowed to provide certain asbestos consulting and risk assessment services.

So:

A contractor does not need to be an asbestos abatement contractor just to perform normal work in an older home. But once suspected asbestos‑containing material may be disturbed, the job needs to be handled correctly instead of guessed at.

Where this shows up in crawl, foundation, and drainage projects

We see things like:

  • Old floor tile remnants and mastics in crawl spaces
  • Old duct wrap or pipe insulation lying on the ground
  • Siding or stucco repairs where older layers are hidden underneath
  • Old transite or cement board near foundations or utilities

If someone starts sawing, grinding, or demoing those materials without even asking whether they might contain asbestos, they’re not only putting themselves at risk – they’re also potentially contaminating your home.

Practical questions to ask:

  • “Do you see any suspect materials here that could contain asbestos?”
  • “If you think something might contain asbestos and it needs to be disturbed, who handles sampling and lab testing?”
  • “If asbestos is confirmed and it’s more than a small area, who is your licensed abatement subcontractor?”

4. Hazard #3: Silica Dust from Concrete, Masonry, and Drilling

Silica (respirable crystalline silica) is not just a factory problem. In residential work it’s created by:

  • Drilling anchors and epoxy dowels into foundations and slabs
  • Cutting concrete, pavers, masonry, or stucco
  • Grinding or chipping concrete and mortar
  • Dry sweeping or blowing concrete dust

Cal/OSHA’s silica standard for construction applies to a lot of the work we and other contractors do unless you can reliably show exposures will be below the threshold under foreseeable conditions.

There is no simple “silica certification” like lead RRP. But there are real requirements:

  • Use of engineering and work‑practice controls (wet cutting, shrouds with HEPA vacuums, etc.)
  • A written exposure control plan for covered work
  • A designated competent person to implement the plan
  • Restricted use of dry sweeping and compressed air that could spread dust
  • Training workers on silica health hazards, tasks that create exposure, and controls

In other words:

The question is not “Does the contractor have a silica certificate?” The better question is: “How are they controlling concrete dust?”

If a contractor is happily dry‑cutting, drilling, and grinding concrete in and around your home with no water, no shrouds, and no HEPA vacuums, they’re telling you exactly how seriously they take dust hazards.

Practical questions to ask:

  • “Will you be drilling, cutting, grinding, or chipping concrete, mortar, stucco, or masonry on this job?”
  • “What dust controls do you use – wet methods, shrouds with HEPA vacuums, containment?”
  • “Do you ever dry sweep or blow concrete dust, or do you always use HEPA vacuums and wet cleanup?”

5. Why This Matters Specifically for Bay Area Crawl Spaces and Foundation Work

This isn’t a generic “watch out for hazards” PSA. It’s very specific to the kind of work we and a lot of trades do under older Bay Area homes:

  • Lead: painted siding, trim, vents, framing, or interior finishes disturbed for access hatches, blocking, hardware, or framing changes.
  • Asbestos: old duct wrap, pipe insulation, tile remnants, and debris lying in crawl spaces or attached to framing that gets moved.
  • Silica: drilling hundreds of anchors and plates into concrete, cutting foundation walls for access, chipping concrete for drains or grade beams, grinding high spots, or cleaning with the wrong methods.

These hazards don’t stay politely in the crawl space. If dust isn’t controlled, it can:

  • Travel into living areas through gaps and penetrations
  • Spread into basements, garages, or utility chases
  • Get tracked into the home on shoes and clothing
  • Affect kids, pets, and neighbors, not just workers

A contractor who takes these seriously will plan containment, dust control, cleanup, and sometimes testing before they start hammering and drilling.


6. Questions Homeowners Should Ask Before Hiring

You don’t need to lecture anyone on code sections. You just need a short checklist and a willingness to listen to the answers.

About your home:

  • “What year was this house built?”
  • “Do you see any obvious older materials in crawl spaces, basements, or on finishes that might need special handling?”

Lead (pre‑1978):

  • “Will you disturb painted surfaces – drywall, stucco, siding, trim, windows, or framing?”
  • “Is your firm EPA Lead‑Safe Certified for RRP work if that applies?”
  • “What lead‑safe work practices do you use when paint is disturbed?”

Asbestos:

  • “Does any of the work involve disturbing older flooring, mastics, siding, roofing, pipe or duct insulation, or textured ceilings/walls?”
  • “If you think something might contain asbestos, who arranges sampling and testing?”
  • “If asbestos is confirmed, who handles abatement and how is that coordinated?”

Silica:

  • “Where will you be drilling, cutting, chipping, or grinding concrete, mortar, or stucco?”
  • “What dust controls will you use (wet methods, shrouds with HEPA vacuums, containment, HEPA cleanup)?”

General protection:

  • “How do you protect occupied areas and clean up at the end of each day?”
  • “What can we expect in terms of plastic, ventilation, and access during the dusty phases?”

If the answers are vague, dismissive, or “We’ve always done it this way, don’t worry about it,” that’s a data point.


7. The Bigger Point: Certification and Safety Culture Matter

A contractor who shrugs at lead, asbestos, and silica is usually the same contractor who shrugs at:

  • Permits
  • Engineering
  • Manufacturer instructions
  • Fastener schedules
  • Real load paths

The details may change – bolts, blocking, drains, dust – but the mindset is the same.

You don’t want someone under your home who is:

  • Guessing at structural details and health hazards
  • Ignoring both written standards and common sense
  • Hoping nothing bad happens on their watch

You want someone who can explain, in plain language:

  • How they’re going to strengthen the structure
  • How they’re going to control water and soil
  • How they’re going to manage dust and hazards so your family isn’t breathing whatever comes out of the crawl space

8. Before You Sign Anything

Before you approve structural, foundation, drainage, or crawl‑space work on an older Bay Area home, make sure the contractor is not only looking at beams, bolts, and drains – but also at the health hazards they might disturb.

A safer job starts with:

  • A real evaluation (not a 10‑minute free peek)
  • A clear written scope that addresses both structure and dust
  • Lead, asbestos, and silica handled deliberately, not by accident
